The Pewsey Area Community Trust ( www.thepactcentre.org.uk)-

Local solutions for actions, change and regeneration in an area works if the people who are most affected, local residents, are given the opportunity themselves to steer the transformation of their community.

There are a variety of ‘tools’ that can be used. Much that needs to be done can be done as part of the processes that are the responsibility of local authorities. However there are a range of activities that are either outside the responsibilities of the authorities or are beyond the resources of those groups.

A model used around the country to fill the gap is a Development Trust.   A community led enterprise like this introduces an enterprise culture forcing self help and reduces dependency on the public purse. It can be the basis for confident, thriving communities.

Generally a company limited by guarantee (sometimes a charity) its strategic aim would be-

To be engaged in the economic, environmental and social regeneration of the defined area or community 

It must be –

·        Independent – self sufficient or aims for self sufficiency and not for private profit

·        Community based, owned and managed

·        Actively involved in partnerships and alliances between the community, voluntary, private and public sectors.

The Pewsey Community Area forms one of the four former Kennet District Council areas and includes some 23 parishes with Pewsey Village in the centre. The village has a population of almost 3500 and the area 10462. (2001 census by parish) The community is seen as wealthy but there is evidence of social disadvantage and isolation of many families ( Voluntary Action Kennet)  Unemployment is higher than the county average at 20.7% ( Wiltshire Market Towns Healthcheck) As a rural area Pewsey has the fourth highest proportion of agricultural workers and residents in the county (census 2001)

 

The village has a Secondary School, primary school and an independent Preparatory School. There is a swimming pool, sports centre as well as a very active a successful youth centre.

 

Artists and craftsmen make up an important sector in the area. Craftsmen in wood have a high profile and the annual Open Studios event reveal much local talent.

 

From a cultural standpoint the Pewsey has at its cornerstone its annual carnival activities. It takes place over a two week period in September. It acts as a high point in the social and cultural calendar and dates back to 1898. Its inspiration was and is community need with the first event raising money for nearby Savernake Hospital. Since then donations made to local, national charities and causes have been generous. Evidence in the community is the Recreation field, Swimming pool and the Bouverie Hall plus a lot more.

 

There are many active self help groups and social enterprises including Pewsey Football Club and Pewsey Vale Amateur Dramatics Society   The Pewsey Vale Community Crafts and Tea Rooms in the village centre present to the visitor a community enterprise run by volunteers with commercial values within their business plan
